Charles (Sam) Rainwater is a Consultant, former Contracts Manager and former Deputy Chief of the Contracting Office at the Naval Surface Warfare Center, Corona Division with over 45 years of Federal Government experience specializing in every aspect of the contracting process with specific emphasis in source selection, negotiation, and contract audit compliance. Prior to retiring from the Federal Government, he established a contracting office at the Naval Surface Warfare Center, Corona Division where none previously existed and transforming that office into one of the Navy’s finest. That contracting office has grown from three individuals in 2009 to 63 contracting professionals at present and now obligates in excess of $800M per fiscal year. He has experience developing, training, and managing personnel to achieve performance objectives. Mr. Rainwater has experience developing, training, and managing personnel to achieve performance objectives and is an experienced leader with a proven track record of achieving customer satisfaction.
